Spices are great to add early into whatever you are cooking as they will become integrated into the food, making their flavors richer. If they are a bit old, you can put them in a dry sautè pan and cook over medium heat until you just start to smell their aroma. Then add them to your dish.
Herbs, however, tend to lose their flavor easily. Other than when you are baking something, it is best to add herbs just a minute or so before you serve. This will keep the taste of the herb fuller and their colors brighter. Also, if you are using fresh herbs, to maintain their flavor, rinse very briefly and dry immediately before using. They will lose their flavor if they are left to soak up water.
